The Minister of State for Petroleum and Natural Gas, Shri Rameswar Teli in a written reply to a question in the Rajya Sabha today informed that for kerosene, the Retail Selling Price (RSP) to the beneficiaries/ration cardholders in all the markets of State/UT is decided by the State/UT Governments after taking into account various elements like freight, whole seller/retailer commission etc. The RSP of PDS Kerosene in Mumbai effective 1 December, 2021 is Rs. 49.26/litre. Effective 1 March, 2020, the retail selling price of PDS Kerosene is being maintained at NIL under-recovery level on pan India basis.

Government of India makes allocation of Public Distribution System (PDS) Kerosene for cooking and lighting purpose on quarterly basis and Non-Subsidized PDS Kerosene on Yearly basis to States/UTs. Further distribution of PDS Kerosene within the States/UTs under PDS network is the responsibility of the concerned States/UTs.  Scale and criteria of distribution are also decided by respective State/UT. However, the PDS Kerosene is mostly allocated to Below Poverty Line Households. PDS Kerosene allocation to States/UTs have been rationalized since 2010- 11 taking into account of factors such as increase in domestic LPG/PNG connections, electricity coverage, non-lifting of PDS Kerosene quota by the concerned States/UTs etc.
